After completing this course, learners will be able to systematically analyze policy-driven changes using structured case review components including context, goals, design, implementation, and outcomes. Learners will identify and evaluate the specific factors—leadership, resources, evidence, communication, stakeholder involvement, and context—that determine policy success or failure. Learners will apply established evaluation models such as Donabedian's framework or PDSA cycles to assess real-world policy implementations. Learners will evaluate the quality and depth of stakeholder engagement throughout policy change processes and analyze post-implementation outcome data to measure policy effectiveness. Learners will develop evidence-based recommendations for improving future policy implementations and present findings through comprehensive case studies that extract actionable lessons for organizational learning.

While not required, learners will benefit from foundational knowledge of healthcare systems, basic understanding of policy processes, and familiarity with quality improvement methodologies. Prior experience with data analysis, healthcare evaluation, or organizational change management would enhance analytical depth. Learners without this background can still succeed, as the course explains evaluation frameworks and case review methodologies from foundational principles with concrete examples.
