Description

This unit explores the compliance and ethical dimensions of risk adjustment within healthcare reimbursement systems. Learners examine the regulatory standards that govern data accuracy, coding integrity, and financial accountability across payer and provider organizations. The unit highlights the importance of ethical documentation, truthful reporting, and transparent coding as foundations of fair and lawful reimbursement. Learners study compliance frameworks established by CMS, the Office of Inspector General (OIG), and the Department of Health and Human Services (HHS). They analyze common violations such as upcoding, data manipulation, and improper risk score inflation, and explore the legal and financial consequences of noncompliance. Through case studies participants learn to identify ethical dilemmas, enforce compliance safeguards, and promote a culture of integrity in risk-adjusted environments

1. Describe regulatory requirements related to risk adjustment, including CMS guidelines. 2. Identify common compliance risks such as upcoding, unsupported diagnoses, and over-documentation. 3. Explain how the False Claims Act and other laws apply to risk score manipulation. 4. Recognize ethical boundaries between legitimate risk capture and fraudulent coding. 5. Analyze real-world cases involving risk adjustment enforcement (e.g., DOJ settlements). 6. Evaluate documentation and coding scenarios for compliance accuracy. 7. Propose ethical and compliant documentation practices to ensure integrity in reimbursement.

Upon completing this unit, learners: Demonstrate understanding of the compliance frameworks and ethical principles governing risk adjustment. Identify common regulatory violations, reporting errors, and risk score manipulation practices. Evaluate the financial and reputational risks associated with noncompliance. Apply compliance auditing techniques to detect and prevent inaccurate or unethical coding practices. Recommend corrective measures and internal controls that support legal and ethical reimbursement integrity. Integrate compliance monitoring and staff training into organizational governance structures.

Completion of Unit Course: Monitoring and Improving Financial Performance is recommended. Learners should have foundational knowledge of financial reporting, risk scoring, and reimbursement performance prior to studying compliance and ethical governance.
