This unit focuses on the Centers for Medicare and Medicaid Services (CMS) and the accreditation standards that define quality and safety expectations across healthcare organizations. Learners explore CMS regulatory frameworks, including Conditions of Participation (CoPs) and Conditions for Coverage (CfCs), which ensure compliance, reimbursement eligibility, and quality improvement. The course also introduces key accrediting bodies such as The Joint Commission (TJC), National Committee for Quality Assurance (NCQA), URAC, and DNV-GL Healthcare, examining how their standards align with CMS regulations to drive excellence in care delivery. By completing this course, learners will gain the ability to interpret CMS rules, integrate accreditation requirements into quality management systems, and conduct compliance evaluations that support continuous organizational improvement and readiness for audits and surveys.

Describe the CMS regulations and their impact on healthcare quality and reimbursement. Explain the role of HEDIS in measuring healthcare performance and its use in CMS quality assessment. Identify the responsibilities of healthcare organizations under Medicare and Medicaid. Discuss the role of accreditation standards (e.g., JCAHO, ISO) in healthcare organizations. Assess healthcare facilities’ compliance with CMS regulations and quality standards. Formulate a strategy for achieving and maintaining accreditation in healthcare organizations. Evaluate the effectiveness of CMS regulatory compliance in improving patient outcomes and healthcare service delivery.

By the end of this unit, learners will be able to: Describe the structure, mission, and functions of the Centers for Medicare and Medicaid Services (CMS). Interpret the Conditions of Participation (CoPs) and Conditions for Coverage (CfCs) as defined by CMS. Identify key accreditation organizations such as TJC, NCQA, URAC, and DNV-GL Healthcare and their core standards. Compare CMS regulations with accreditation standards to determine areas of alignment and variance. Apply compliance principles to meet CMS and accreditation requirements within healthcare organizations. Assess an organization’s readiness for CMS and accreditation audits using standard compliance tools. Evaluate the relationship between accreditation outcomes, reimbursement policies, and quality improvement initiatives.

Prerequisite: Completion of Unit 3.1 (Introduction to Healthcare Regulations) and Unit 3.2 (HIPAA Compliance and Privacy Regulations). Familiarity with quality assurance frameworks, CQI processes, and benchmarking (Module 1). Prior knowledge of patient safety principles and incident reporting (Module 2, Units 2.1–2.4). Rationale: Learners must understand healthcare laws and privacy requirements before analyzing complex CMS regulations and accreditation processes that integrate reimbursement, compliance, and quality standards.
